According to the New York Times:  “Thomas Stallkamp, Chrysler’s then-president, said he doubted Americans wanted cleaner vehicles enough to pay the $50 to $200 per vehicle that he estimated it would take to reduce emissions from Chrysler’s then-current vehicles. ‘Keeping our manufacturing costs as low as possible is important to us, he said.”   

Who should pay these costs?

The costs are currently borne by individuals, parents, HMOs and those who pay their premiums, and governments in the form of welfare payments to emergency rooms, clinics, etc. for the poor, as well as by ecosystems like the Adirondacks and the Appalachians. Students may list these or come up with alternatives.
