It is a reliable but invalid method. It is reliable because you can easily measure and record accurate foot size, it does not change throughout a person's adult life and so is a reliable unit of measure. It is invalid because foot size, obviously, has no effect on a person's intelligence. Therefore the measurement does not test what it's supposed to test (intelligence) and so is invalid.
