For legal purposes, a drug is any chemical substance defined by social convention as bioactive or psychoactive. Social convention plays a major part of the definition of drug legality. History shows that this is the case. Marijuana was available in the early twentieth century and was not illegal. Social convention also defines what is socially acceptable, such as alcohol.
