Unlike the xylem which accumulates and forms the wood of the tree, the phloem is part of the bark.  The bark will wear away as the tree get older so there is not the accumulation as with the xylem.  The cambium will continue to produce new phloem as the xylem is produced.  This will keep the integrity of the bark
