Medicare is a federal program providing health coverage to 99 percent of all people over the age of 65, all totally and permanently disabled people, and all people with end-stage renal failure. It is a program that covers abroad range of services except long-term care and pharmaceuticals. Medicare is widely accepted by physicians and hospitals and has relatively low administrative costs.

Medicaid is a federal-state matching funds welfare program in health coverage for the categorically eligible poor (blind, disabled, aged, or those receiving Aid to Families with Dependent Children). There are vast differences in how this program operates from state to state.
