Answer in favor of universal coverage: (any two of the following)
1. Health care is a human right according to the United Nations.
2. Americans would be more inclined to engage in preventative health behaviors and clinicians would be encouraged to practice preventative medicine.
3. Medical professionals could concentrate on patient care rather than insurance procedures, malpractice liability, and other administrative issues.
4. Taxes already pay for a substantial amount of our health care expenditures.
5. Providing all citizens the right to health care is good for economic productivity because it allows people to live longer and healthier lives.

Answer opposed to universal coverage: (any two of the following)
1. Health care is not a right, because it is not mentioned in the Bill of Rights in the U.S. Constitution.
2. It is the individual's responsibility to ensure personal health.
3. Expenses for health care would have to be paid for with higher taxes or spending cuts in other areas.
4. Profit motives, competition, and ingenuity lead to cost control and effectiveness, so these concepts should be applied to health care reform.
5. Providing a right to health care is bad for economic productivity.
