The electrons that result from the splitting of water replenish the electrons that are released by the chlorophyll molecules when they are excited and leave in the presence of light.

The chloroplast is an organelle of its own. Yes it generates ATP using the same enzyme/protein found in the inner membrane of a mitochondria, but the volume of ATP is far less and the energy that is generated isn't for the cell, but to power the next stage of photosynthesis, the Calvin cycle.
