Well the CAP is made from a gene on the lac operon in an INACTIVE form! So with the presence of lactose and LOW glucose lvl, there will be a HIGH concentration of cAMP! the cAMP binds to the inactive CAP, thus activating it! Then the activated CAP along with the cAMP will bind to the DNA and thus increase the transcription rate! If there is a HIGH concentration of glucose the opposeite happens.
