I have to answer questions for a bacterial transformation of pGLO. DOes the the position of these genes on the plasmid matter? please help, thanks

Yes, absolutely the position of genes in a plasmid matters. If you are cloning something into the reporter cassette encoding GFP, it must be cloned in the correct position to get the gene product produced. In pGLO, a bidirectional promoter drives the expression of both GFP and a gene for utilizing arabinose.
