A polar covalent bond would form in which one of these pairs of atoms?
Cl - Cl
Ca - Cl
Si - Si
Cr - Br
P - Cl

The answer is P-Cl, but why isn't it also Ca-Cl (.5) or Cr-Br (1.2)?

Because Ca-Cl and Cr-Br are ionic bonds.(metal and non-metal)
