If covalent polar bonds are bonds that have electrons shared between atoms, but one atom has more of an electronegative charge than the other, could it be considered that in ionic bonds when the electron is transferred its just given to only one atom because its electro negativity is way higher than its partners?

Technically, yes.  You are absolutely right, but from a "actuality" standpoint, no.  Remember that ionic bonds are those that form between metals and non-metals.
