if there is already secreted HCL in stomach then gastrin release is inhibited as it secretes gastric acid via parietal cells into stomach. negative feedback ensues, because there is already secreted hcl tells the gastrin to stop going as acid exists in stomach to break down the bolus of food.

The hormone gastrin stimulates the parietal cells to secrete HCL acid.  The presence of HCL inhibits the release of gastrin, which is negative feedback.
