Yes,  The dominant trait will be expressed in the F1 generation if one parent was homozygous dominant and the other homozygous recessive.  Crossing two F1 individuals will produce a phenotypic ratio of three dominant to one recessive.

Yes, you are correct. This is when one of the parental traits is masked in the first hybrid filial generation.
