why can't cytosine pair up with adenine or thymine with guanine?

this is actually incorrect..

Adenine pairs up with Thymine

Guanine pairs up with Cytosine..

The reason for this is hydrogen bonding - it will help if you understand the structure of these bases but basically Adenine and Thymine make two hydrogen bonds and thus go together, whereas gunanine and cytosine make 3 each.
