I’m assuming you’re asking about the reasons for the indifference of law enforcement when dealing with domestic violence. According to a report by The National Domestic Violence Hotline, most survivors of domestic violence who called the police felt that law enforcement was their only option. When asked if other resources had been available, would they have chosen them over calling the police, 71% answered “yes” and provided examples of resources needed. The report also states that both groups of survivors (those who called the police and those who did not) demonstrated fear of calling the police. Seventy-seven percent of those who called the police were afraid to call them again; 92% of those who had not called were afraid to do so. The top concerns for those who had never called the police included fear of police blaming or not believing the survivor, police doing nothing, and police arresting the partner, causing harm but no ultimate punishment.
