In fire extinguishers the main components are CO2 and may be water depending on the kind of objects on fire.So chloroflourocarbons are not needed.But in hairsprays the perfume is made from certain fragrances whose chemical natures vary from spray to spray(i.e it may be made from flowers or laboratory prepared substances.Chloroflourocarbon s maybe added to preserve the biologocal and degradable components of the hairspray.It may also be added to volatalize the spray when in use.
