Because of the buildup of green house gases in the lower atmosphere, less long wavelength radiation is reaching and heating the stratosphere. How might cooling of the stratosphere affect the ozone layer depletion problem?

There is no ozone depletion problem - and I'm not some anti environmental neo-con.

The Montreal Treaty in 1989 solved the ozone problem.  It eliminated over time the substances that deplete ozone.  The ozone layer is expected to be fully recovered by 2050.  Anyone who still believes there is a problem with ozone depletion is very misinformed.
