EXAMPLE: Standing outside, smelling it, and then passing out..For some reason, quite a few people had dizziness, and ringing in their ears last night while waiting in line. They think it was carbon monoxide but this doesn't make sense.

It's possible but unlikely, you would need such a massive dose of carbon monoxide to have any affect with even baseline level air circulation.  Doesn't mean it didn't happen in this case but without seeing any data I'd say it's unlikely
