M1V1=M2V2
M1=10, V1=?, M2= .01ml, V2=100ml

simply you want a solution that is 1/10th the molarity od the stock solution . Dilute it 1:10 - that is 10mL of stock solution diluted to 100,mL of final solution
 If you want a mathematical solution:
 Equation :
 M1V1 = M2V2
0.1*V1 = 0.01*100
V1 = 1.0/0.1
V1 = 10mL
Dilute 10mL of the stock solution to 100mL
