Is friction between the rotational disk and the axis of rotation important
in our experiment? Think of a simple way to estimate this frictional
torque

It depends what the experiment is trying to demonstrate.

The easy way to measure the friction is to let the disc  slow to a stop. If you know the starting    angular speed and time how long it takes to stop, you can  measure the     angular acceleration. Knowing the moment of Inertia will then let you calculate the friction  torque that has caused the disc to slow and stop.
