The amount of electromotive force is proportional to the difference in potential. For instance, two points on a circuit are 2 volts and 4 volts.  Those are their potentials. The difference in potential is 2 volts, and that will determine the EMF between them.  If you put a voltmeter between them it would read 2 volts.
