The outer of the 2 strands of the donor double-stranded plasmid DNA is transferred to the recipient bacteria cell as a single-stranded plasmid DNA , while the remaining single strand of plasmid DNA in the donor cell undergoes semi-conservative replication to reform the double-stranded plasmid.

 Is the above description correct? It's my way of interpreting the rolling-circle mechanism.

That's the general idea. The remaining strand in the donor cell is replicated via the use of primers; like the synthesis of the lagging strand during DNA replication. The plasmid in the new cell is also replicated.
