You may be talking about a "bottleneck population." That refers to a situation in which a population's size becomes very small, so that random changes in gene frequencies have a big effect on the gene pool.

The whooping crane, whose numbers in the wild decreased to less than 30 before increasing again, was considered to be going through a "bottleneck."
