if a bacteria cannot ferment glucose, why not test its ability to ferment other carbohydrates?

You do!  When identifying bacteria a wide range of carbohydrates are tested.  Some of the most common carbohydrates utilized to differentiate bacteria are:

~ Glucose
~ Lactose
~ Sucrose
~ Mannitol
~ Arabinose
~ Fructose
~ Galactose
