I cant figure it out because planetary nebulae do make heavy elements dont they? if they dont then why?

Because PN are just an ejected envelope from a star going through the red giant phase, the bulk of the star (ie the core) remains. SN are hot enough to make very heavy elements and they are formed by very massive stars that can create heavier elements that the lower mass stars responsible for PN

Planetary nebulae are the remnants of a dying giant star. There are some heavy elements in the planetary nebulae that were manufactured in the stars core. But the nebulae is too cool to make to heavy elements.
Supernovae make the heavy elements above iron (all the way up to uranium) in the violent explosion.
