Because Ca3(PO4)2 is not soluble , so it remains as a solid substance in the field. The common way to overcome this is to produce a compound which is soluble so that the phosphate ions are available - the calcium phosphate is reacted with sulphuric acid  to produce phosphoric acid, and then a soluble phosphate salt such as potassium phosphate or ammonium phosphate is produced for fertiliser use.
