Hardy-Weinberg:

p^2 + 2pq + q^2 = 1,
where p is the S frequency and q is the s frequency.

q^2 = 36/100,
q = 6/10 = .60
p = 4/10 = .40

p^2(SS) = 16/100
q^2 = 36/100
2pq = 48/100
