D) declared the Federal Election Campaign Act unconstitutional.
E) ruled that the wildly unequal campaign expenditures of candidates for government office were a violation of the equal protection clause of the Fourteenth Amendment and ordered Congress and the states to develop mechanisms to assure equal funding of all major candidates.
