A rotating wheel requires 5.00 s to rotate 26.0 revolutions. Its angular velocity at the end of the 5.00 s interval is 98.0 rad/s.

I assume its not moving initially.
The angular velocity at the start = 0.0 rad/s
So, constant angular acceleration would be
(1/5)(98-0) = 19.6 rad/s^2
