Question : 'Fungal spores which cause Dutch Elm disease are introduced into the xylem vessels in the trunk of the tree by beetles. Suggest why these spores do not travel to the roots.'

Hi I don't get the answer for this question as the answer is that 'Water moves upwards in Xylem' but I thought the question asks about the spores though, so why is water mentioned? Does it mean the water contains the spores?
