How to explain this
Isn't the "wavelength" of the electromagnetic radiation a very basic unchangable character of the electromagnetic radiation
Also
What about the "The law of conservation of energy?
the wavelength of the cosmic background radiation become longer and longer through time
Longer wavelength=weaker energy
Where has those energy gone to( for the energy to turn from stronger to weaker)
How to explain this
Even though the universe is expanding

The temperature of the universe is a Black Body Radiation.  As the universe cools from the Big Bang the temperature, in accordance with the Gas Laws (adiabatic expansion), cools and the wavelength of the Black Body Radiation gets longer.  We are down to about 2.7 degrees Kelvin.
