Could a neutron star have a planetary system orbiting around it?
A)   Yes, such a planetary system has in fact been found.
B)   No, all planets would have been vaporized by the original star while it was a red or blue supergiant.
C)   No, neutron stars are too small and have insufficient gravity to hold a system of planets.
D)   No, the planets would have been destroyed during the supernova explosion.
