How would you compare and contrast the two without writing any part of the laws?

Why can't you write part of the laws? I think (as a college professor) that the best answer would start out defining the two laws and then compare them. If I were grading this question on an exam, I would look for something very much like the following:

The law of definite composition says that a given compound will always have the same composition. So, for example, water will always have the composition and formula H2O. The law of multiple proportions states that when two elements form different compounds, the ratios of elements in the different compounds will differ by small whole numbers. For example water (H2O) and hydrogen peroxide (H2O2) are both formed from hydrogen and oxygen. In water, there are 2 hydrogen atoms for every oxygen atom, but in hydrogen peroxide, there is 1 hydrogen for each oxygen. So, one law describes a single compound, while the other compares atomic ratios in multiple compounds.
