i got 26.4% for question 9. i added 13.%2+13.2%=26.4%. is this right?

i got 26.4% for question 9. i added 13.%2+13.2%=26.4%. is this right?
or was i suppsosed to take 26.4%/2 to get 13.2% as a final answer?
I'm thinking its either a or b but im not sure if that is correct or not
