I was thinking false might be the answer because agonists are molecules that activate receptors. agonists are not able to change the function of the cell they be be able to increase or decrease the function.  Please give an explanation in ur response. Thanks.

I would say true.
This is why:
For example: If molecule A binds with the cell, then this allows the cell to produce protein 1.
If an antagonist binds to the receptor however, molecule A cannot, therefore protein 1 will not be synthesised and the cell function will change - as it is no longer doing what it normally does.
