Away from the watchful eye of playground supervisors, 10-year-old Sam often makes fun of Vernon, a small, friendless 9-year-old who cannot easily defend himself. Sometimes Sam physically attacks Vernon, knocking him to the ground, taking his glasses, rubbing his face in the dirt, and so on. Sam's bullying behavior must, of course, be actively discouraged.
