Explanation:  As per AICPA's Guide for Complying with Rules 102-505 (2008 ), if the threat is evaluated as significant safeguards must be applied. However, if a significant threat cannot be eliminated or reduced to an acceptable level by applying safeguards, the member is not in compliance with the rules and should withdraw from the engagement.
