The 2 equations are..

x - 2y = -3

2x - 4y = 3

How do I solve this?

solve the first equation for x in terms of y: x = 2y-3
substitute for x in the second equation and solve for y:
2(2y-3)-4y = 3
4y- 6 - 4y = 3
0 = 9

Since this is an impossibility, the system has no solution.

If you want to do substitution you set them equal to each other but first you must solve for y

x-2y=-3
-x     -x

-2y=3-x
Then divide both sides by -2 and you will get

y=1/2x-3/2

Then you do the same with the next equation and you will get

y=1/2x-3/4

then you set them equal to each other and solve

1/2x-3/4=1/2x-3/2

and when you try and subtract the 1/2x from both sides you get rid of the x completely which tells you that this equation has NO SOLUTIONS which means these lines don't intersect each other but instead they are parallel
