Is there a frequency that can counter the ELF range of frequencies?

I'm curious whether or not if there is a frequency that can counter or neutralize the effects of ELF on people. A Faraday cage without the mesh...?

one frequency cannot neutralize another frequency.

ELF is 3 to 30 Hz. Wavelength is 10000 to 100000 km.

Note that a few hundred feet of conducting salt water doesn't shield agains this, ELF is used for land to submarine communication.

There are concerns about the health effects of these fields, but no conclusive evidence either way. see reference.
