magnetic induction of a current that will slow down a moving object by diverting its kinetic energy into an electrical current will work only while there is motion. When stopped, there is no braking effect! With outside power, magnetic fields can exert a controlled force but with no power, no field. Permanent magnets could provide a holding effect (N pole on the cage, S pole on the lift well, field strong enough to hold the weight of the cage) but they can't be switched off when you want the cage to move.
