I'd say 1 because the nurse will want to assess the patient with a chest tube who is complaining of difficulty breathing since there are many potential complications that will need to be evaluated. The patient complaining of incisional pain will need to be assessed for pain medication following that. Then the patient with a tracheostomy, who is having no problems, will need to be assessed, followed by the patient preparing for discharge.
