I think your question should start: to determine the genotype...

Then the answer would be c.

You don't need to determine the phenotype, you just look at it.  The phenotype is the trait that you see.

But if you see the dominant trait, then you don't know if they are homozygous or heterozygous. So you cross with homozygous recessive,  if any of the progeny express the recessive trait then the original must have been heterozygous
