Can someone please explain this concept to me in simpler terms? The more I try to understand it, the more confused I get.

Have you checked out Khan Academy? It is a wonderful site and extremely helpful. The videos are extremely thorough. You can type in "Action Potential Khan Academy" on YouTube and a few videos pop up. Good luck!
