how do you tell the difference between a strong and weak acid just by looking at its formula? is there a way???

Generally, any strong acid will have "H" at the beginning of its name- like HCl and a strong base will have "OH" in its name- NaOH

You usually just memorize the standard acids.  
Strong => HI, HBr, HClO4, HCl, H2SO4
Weak => HCOOH, CH3COOH, CCl3COOH, HF, HCN, H2S
