acetic acid = HAc

moles of HAc in 20.00 mL of vinegar
0.02000 L x  0.780 mol/L  = 0.0156 mol  HAc

concentration of [HAc] in diluted solution when 80.00 mL water added (total volume 100.00 mL)
0.0156 mol/0.100 L  = 0.156 mol/L

mol of HAc in 10.00 mL of diluted solution:
0.156 mol/L  x 0.01000 L = 0.00156 mol  = 1.56 x 10^-3 mol
