Ca(OH)2 + 2PO4^3- Rightwards Arrow Ca3(PO4)2 +2OH

5.5x10^8 L (25mg/L) = 137.5 mg PO4 = .1375 g PO4 = .00145 mol PO4
.00145/2 = 7.24x10^-4 mol Ca(OH)2
