We can take  poverty as a public policy issue. It is a very big social problem that exists in every society and culture of every nation. It shows that the people of a particular society or nation are not able to earn enough money for full filling the necessities of their life. They are not able to access the basic services like education, health care, market, communal facilities like water, transportation, road, sanitation and communication. It shows that the disparity of the wealth in the society and distinguish them from the rich people. The main historical causes of having the poverty in the society are slavery, colonialism, war and conquest.

When we analyze the different research and studies, we found that there are five factors which contributed in creating the poverty in a nation. These factors are known as “The Big Five” factors  which are listed here – ignorance, apathy, diseases, dishonesty and dependency. These big five factors are created by the society and it leads to another secondary factors like lack of markets, poor infratrstures, poor leadership style, ineffective government, unemployment, lack of capital, lack of skills and high number of employee turnover and absenteeism etc.

All of these emerging issues because of the big five factors of the poverty force government to implement other programs for alleviating the poverty. The government implements various rules and regulations, laws to develop the country and its citizen. But still all the programs are not implemented in desired way and did not much contribute in reducing the rate of the poverty. So I believe that the public policies need some specification and changes for its improvement.

As  a president, I would understand my responsibility and will implement all the necessary changes that can help in improving these policies in favor  of citizen, society and nation. First of all, I will analyze all the flaws  of the public and policy and will make necessary corrections for improving it. For example – employment allowance needs to be given only to those people who are skilled and education, but are not getting jobs. There should be rule that an employer will give three months severance pay in case of firing or laying off any employee. The government staff should be honest and dedicated for doing their work. The government department should need to implement these policies strictly without any corruption or undue favor in any of the parties. Besides it, there is a need for changing the food stamp and welfare programs. Only one person or family should be eligible to take the advantages of it. There should be less subsidy for using the LPG gas for the commercialized purposes.
