Two factors are critical to the perceived fairness of controversial polices: the adequacy of the explanation and the style with which it is delivered. The communicator should also express sincere remorse for having to implement the policy and acknowledge any suffering that the policy might cause. All this requires a rich communication medium, such as a personal appearance by the CEO or other high organizational representative.
