National identities continue to be much stronger than a European identity, and there is considerable reluctance within countries to transfer more sovereignty from their own state to the EU as well as resentment when EU laws challenge national laws. The EU is often described as having a “democratic deficit” because its institutions and operations seem remote and inaccessible to ordinary citizens. Voter turnout for European Parliament elections is low. Distrust of the EU is particularly evident in Britain where concern about the influence of Germany and France and the undermining of parliamentary sovereignty is often expressed. The United Kingdom voted to leave the European Union in 2016 in spite of assurances that the UK could reduce the amount of benefits for migrant workers in the UK, that Eurozone regulations would not be imposed on the British financial services industry, that the UK would be reimbursed for any British money spent on bailout of debt-ridden Eurozone countries, and that the UK would not be part of an “ever closer union” with other EU members.
