Several states in the United States and Mexico remove water from the Colorado River for a variety of purposes. How is this a case of "tragedy of the commons"?

The Colorado River holds water in common for several states in the United States and Mexico. From each state's point of view it "makes sense" to withdraw as much water from the Colorado River as it needs, but this action leaves too little water for the other users of the river, making this action a "tragedy of the commons."
